Pristina – Germany, as one of the leading states of the European Union, is not demanding the recognition of Kosovo by Serbia, but the establishment of bilateral relations that could be made without full international recognition.

Germany's Ambassador to Kosovo, Ernst Reichel, in an interview with "Koha Ditore", said the process should begin immediately after the establishment of the new government in Serbia. According to the representative of one of the countries that helped in the creation of the independent Kosovo, besides the dialogue with Serbia over the north, there should be much more.

"We are even more ambitious than that. We do not want to be spoken just over the north, but as well on normalization of relations between Kosovo and Serbia in general. North is just one of the issues. How it will be addressed in technical terms, this is a matter to be discussed”.
“The government wants to resolve the North issue in the dialogue with the citizens there, and that would be fine. I do not contest this. We want to go beyond and discuss all open issues between Pristina and Belgrade; to find agreement on all disputes, on technical and political level eventually, “Reichel said.

According to him, the pattern of relationships that two German states have had could be one of the models to be used in relations between Kosovo and Serbia.
